James Rainford was detained by L.A. County Sheriff's deputies on Monday after they allegedly found him sitting on the beach, looking into Hilton's house. He was arrested on suspicion of breaching a restraining order which bans him from going within 200 yards of the hotel heiress. Hilton was photographed watching the drama unfold from a balcony.
An onlooker tells Britain's Daily Mail, "He was hanging around on the beach while Paris was inside. Someone recognized him as being the man who had given her trouble in the past and the cops arrived pretty quickly. They checked him out and led him away, he was handcuffed and put into the police car."
Rainford was previously arrested in October for trespassing outside Hilton's L.A. home and fighting with her security staff, and this year, he was sentenced to jail for attacking her former boyfriend Cy Waits outside a courthouse in April.
He was recently released after reportedly serving 24 days of his 227 day sentence.
Rainford is being held on $20,000 bail, according to the Associated Press.
